I spoke to Don Heinz about 4 years ago about the his wreckers. At the time he said they hadn't built any in a while of the big stick - the last one at that time was on a Transtar II cabover. The lower cable supplied cable for the pull/pickup. the upper reel I am assuming was used to lift the boom for repositioning.
