As to the coaming rail, "A raised frame, designed to deflect or prevent entry of water, around an opening", so there must be a surface on the trailer where a raised rail is present to catch any liquids. Perhaps to help minimize spillage of leaking equipment on to the road way. Beyond that, all references i know of for a coaming rail is a raised lip around openings on ships & boats to prevent water from dripping in.
