What James said...only I would add that you start with smaller drill bits and work progressively to larger drill bits up to the size you need for the axle. If you start with the exact size bit to the axle size you're drilling for, there's a good chance of spinning the wheel out of control in your hand and getting an oblong hole or worse...a blowout and ruining the rim. So, go slow and work up to it.
