Well, this one is a tough one... Those windows just don't look real somehow, so that's why it could be model. BUT those all louvers look really realistic and those side vents are realistic too, so I say REAL, but it can be wrong also.

Larger scale model. yeah, the windows just do look too dark. But hey I sure have been wrong before!

I'm thinking it's a model, probably a large scale prototype (clay perhaps?), I'm just not too sure what it's a model off

That's why I think it could be a clay mock up, rolling stock and brakes look real, but the rest looks more curbside like.
I still have no clue what it is though.
