You may already know of this site but I found it today as I wanted specific year plates for my model cars. The link I posted only shows some for Alabama, USA but I think most areas of the World are available.

I was scoping out the Cali plates ; and while there were some discrepencies with years-of-issue , the rest was good enough

http://www.licenseplates.tv/ you can make your own vanity plates or any number/year etc. then copy resize & color print your own...
