What is a good color to use for petty blue???...

for his 64 dodge: rustoleum,sail blue for the exterior, gloss brilliant blue for interior...

The official paint code from Chrysler is TB3 . Ask your paint guy for 1972 Basin Street Blue (Plymouth) / Super Blue (Dodge).
