Ramfins59
I've used masking tape to cover the window area where the windshield wipers would sweep across, and then spray the glass with dullcoat. It gives you a dirty glass effect.
David G.
You can also use an air brush to spray a fine mist of matte grey or tan paint or use the weathering powders in your picture. David G.

It gives you a dirty glass effect. That is how I do it too . But I like to use BMF because it leaves a crisper line-also use a compass to generate the radiuses (or is it radii ? ) of the wipers . snacktruck67
What has worked for me, and does a great job, I brush on some sidekick accelerator. Sort of gives that dirty look.
