I always use Model Master or just plain little bottle Testors flat white acrylic. Diluted with windex, it airbrushes quite nicely, and sticks to the tires. Have some 20 plus year old models with the whitewalls still like new. 

Enamel paint won't dry. 

Latex, since it's water based, will work OK, I just don't know how well it will airbrush. It's worth a try, as it's a lot cheaper.
