Suppose it may be too late now but I know the target of your interest. It was in a later 90s or early 2K issue of Street Rodder (tribute to Roth).  It is definitely everything you say you are looking for, connecting an Indycar front end with a T Roadster, a 'future retro' render that smoothly blends the best elements of the two.   It was fantastic!
