Decal whitewalls

I bought some white decal paper to make wide whitewalls from for 1/35 motorcycle plastic tires what’s the best way to cut accurate circles from it?

I use this tool for my whitewalls and I use postage labels instead of decals.

I weathered these to show road grime but the cut is the result of this tool.  Just google compass cutter and you will find them.
