Testors White Decal Paper

Hi everyone, so I've been having some trouble decals, I'm using the Testors white decals paper for inkjet printers but when I did a test to see how they would turn out, the white of the paper never came back so the decal is transparent. I'm wondering if there is something else that I should be doing or if I'm just doing it wrong. Any help is appreciated.

I'm laying the decals over Tamiya Mica Blue spray paint

I used the testors decal bonding spray as per their instructions.

I suspect you are using clear decal sheets and not white.
