The only plastic kit of a Smart was the Revell 451 a car not sold in the USA.

A decent Smart 452, the car they sold in the US was made in die cast only. 

Just FYI....the 451 and 452 shared no body panels.

These were widely available in the US around 2000. I don't remember if they were 1/24 or 1/25, but I think it was 1/25. Instead of painting, you could swap the colored body parts mix-or-match, and it has opening doors. This should be kit 1347 in plastic.
