If you're refering to the undercoating you can use Tamiya Surface Primer or Gunze Sangyo Mr Surfacer and dab it on.

Used Tamiya Surface Primer on the wheel wells of my Trueno.

I know years ago they sold undercoating in a spray can at the auto parts stores. I used that on a few models for the "can't get more real than the real thing" look, and it worked surprisingly well too. Even though it sprayed on a little thick and was rubberized because for it's 1:1 real world usage, it didn't hide any fine detail.

I know what you are talking about. I think it is called Stone Gaurd or, something like that. Spryed on the rocker panels and, lower dog legs to prevent stone chips. I would try part one of the Testors vynal top kit. This should give yoy a light texture you can then top with whatever color you are using.

Krylon has textured paint in spray cans, some is fine enough to look like scale sprayed on undercoating. I've even used it for vinyl tops. Color doesn't matter as it can be top coated with any color you want. Just be careful not to get the course stuff as it has too much texture to look right. Best part is that it comes in large cans for just a few bucks.

That sounds similar to what I used in the past, but it was actually spray on rubberized undercoating. It had very little texture if any at all to it, and was a rubberish black color, and I'm not sure if it was able to be painted over.
