I don't see why not, but the primer should be a flat enough finish to start with. If nothing else, test it out on a spare junk piece.

I just wanted to make sure before I tryed it out. The reason I'm asking is that the car's paint is sort of odd, it has gloss white stripes on a flatblack body

Yeah Nick, I gotta agree with Keith there, if anything I'd use just either regular black primer (which my still be a little too much on the flat side) or semi gloss black for that. The dullcote would make it too flat.
