Neon paints

Neon paint from my understanding is that it has to have a white base. I was wondering since i use plastikote white primer, do i still need the white base coat? thanks for any help guys.

I've used Plasticote white sandable primer many times as a base for neon colors and it works great !! Just wish I could still find it anymore !!!
