help with 1/12th tamiya Wolf WR1 steering

I am building a Tamiya 1/12th Wolf WR1. I have been thrilled with the quality of the kit so far. There is a place where the shaft from the steering wheel is supposed to connect to the steering rack. There are two thin shafts with a rubberized sleeve sliding over them to connect them. The shafts don't seem to go into the sleeve far enough. Should I try to drill the sleeve out some. Am i missing something? Any help would be appreciated.

Usually Tamiya kits are well engineered and everything fits properly especially the larger scales. I would re-check everything leading up to that step. Sorry I couldn't help much.
