Per Spielberg, it was his largely improvised role as the motel manager ("the night man") in Orson Welles' Touch of Evil. His only Twilight Zone appearance was the episode "Shadow Play" which was written by Charles Beaumont.

That's right ! That's what it was !  I knew that his hyperactive mannerisms came from an earlier role . Thank you .
