Die Cast paint chipping ?

Picked  a few ERTLE Die Cast bank kits at a swap meet, Looks like they were painted and then stripped, (maybe even powder coated?) In repainting for a couple easy projects to build with my Grandsons I noticed the paint chipped off fairly easy I was wondering if I need some type of self-etching primer. Any tips? Thanks

If it's metal or diecast, I would the automotive self-etching primer for between metal and paint.
