Can't change email add?

I wanted to change my email address, which is from my Hotmail to my GMail. But it keeps saying that the email is already in the records. Why? I even registered a new GMail two minutes ago and still cannot. Can anyone explain?

I see what the problem is/was.

gmail accounts were banned, due to notorious spamming that was going on.

I have unbanned it, it should be okay now.
