Decal issue.

So I 2K cleared some parts today, and earlier I checked the parts. This part has one of the decals on it, and there’s a slight issue. When I applied the decals I don’t remember seeing the pebbly look, and I know 2K is safe over decals. I do add leveling thinner to the mix 4:1:1, and I did 3 coats Light, medium, heavy. I’m thinking I should have did 2 light coats first, but you can feel this through the clear.  Curious to how this happened, and or can it be sanded? Can’t really see it unless you hold it close, and at an angle to the light.  It’s not dust, and not through the entire decal just certain spots.
