I recently acquired an AMT 1995 Ranger kit , and am wondering what colour the block and heads are.

I've seen grey ( rocker covers and oil pan at least ) and black ( same items ; mainly the Windsor series ) .

I realise that 97.32% of the engine is covered-up - I'm still wanting to paint it at least 84.02 % correctly.

I would try poking around the RangerStation.com website or another Ford Ranger enthusiast page.   According to their website, the Cologne was not offered after 1992. 1995 should be a Vulcan 3L. My educated guess is black block, heads and valve covers and aluminum for the intake. The pictures of a Cologne 2.9L look to be Ford engine Gray.

Another reference idea is searching for videos on engine removal for whatever year/ engine combo you are building. they are a great source for detailing info.  From the two time-lapse videos I just watched it definitely appears that the block, heads, oil pan, and valve covers are black. And my '93 F=150 300 six is black too.
