Thanks for the comments. Those are actually the old pegasus sleeves (that the lowrider wheels went into) and the centers are from a toy a local department store had called Hubs. I believe those started out as flourescent green. they looked like this;

I also used the wheel part of the toy with chevy dogdishes on my 59 El Camino.
