As far as i can tell, it just gives people who visit your profile page a list of your "known Associates" (may be good or bad, however you interpretate it. Dunno what the + / - thing does... LOL, depends on who your friends are.

I don't know if it does it in all the different skins or not, but at least in the "Comfy" skin, mine also shows the "+" sign in a green background and the " - " sign in a red background. It also shows as I mouse over the friends button "Add as friend" or "Remove friend" depending on the friend status of the member.
