Paint the wheels first (silver or yellow). Then, use flat black, thinned down, applied with a brush, and let it flow into the crack that separates the wheel and tire. It should just flow via capillary action and leave a perfectly crisp line. After the thinned paint dries, come back and paint the rest of the tire with the flat black but not thinned (or not as much) until your desired color is achieved.

Another thought: alternative colors, like 'Rubber Black' or 'NATO Black', will provide a more accurate looking tire than flat black, which is really too stark to replicate a tire very well.
