I've experimented with almost every technique, and currently I'm sold on an old toothbrush and Comet to roughen the surface and give it a bit of tooth for adhesion. Maybe overkill, but I really like the way my subsequently primered, scrubbed again, and painted parts come out. Scuffing the surface even slightly lets you shoot the paint a tad wetter, which helps avoid the grainy orange-peel look a lot of modelers seem to end up with.
