I've had a set of high-end micro twist-drill bits in the size range you mention for 20 years. Haven't broken one yet, even though I used them for years drilling out real Weber carb jets. The set sells for about $40 today. Cheap tools are usually trash.

Real machine-shop quality is going to be pricey.

BUT BUT BUT ...these should be decent...The oxide finish (black, not bright) works well in plastic, if you're drilling by hand with a pin-vise.

Work out what sizes you need and how many of each and then go to a proper tool shop rather than a hobby shop.

You'll pay less and they will be better quality.
