How the hell did he paint the frame to look like this ?

looks like a lot of dry brushing after the initial coating of paint.

It looks like he went over the black very lightly with Rub - N - Buff . It comes in a small tube and is available at Michaels .

pastels will do that too or a really REALLY louzy alclad job

I agree on the rub and buff....old school product, oily base perfect for detailing...I think the pipes and mufflers were done to contrast
