paint and clear

i use a good quality primer (plasticote) then us duplicolor/testors paint for color coats.but when i clear coat i use testors 1261 clear and sometimes krylon crystal clear clear and when clear goes on it always orange peals what am i doing wrong. sometimes the color coat fells like sand paper i sand the primer coat and water sand thecolor coat and still have same problem with the clear coat.any suggestions.

Shoot it wetter, closer to the model, with more ovelap between passes. Practice practice practice. Just-right is just wet-enough so it won't quite run and puddle.
