IIRC it's a polyester filler, Tamiya suggests thinning it with lacquer thinner.

I don't know much about Tamiyas putty, but that is easy enough to try. I have had very good luck thinning most 1-k fillers with laquer thinner. Makes it easy to fill scratches, and makes it stick like glue.
