I had that situation when building the Batmobile and the decals especially for the dashboard were really small. I ended up holding the decals with tweezers in the water and near the location, then using a toothpick to slide them into position.

I do the toothpick and tweezers thing too. I also keep a spray bottle of water on my bench and mist the body before applying the decals. Then they don't stick right away and I can easily slide them around into place. You have to be prepared for this, though and not panic if they run around and flip over or what ever. A Q Tip will suck up the extra water in the end.

I do all the above, tweezer/toothpick, but I soak mine directly in the setting solution to remove the backing. Slides off easier it seems and easier to position. Just my method.

This works for me-First,put a drop of setting solution on the model where the decal is to be placed then apply the decal as usual.
