Since music wire is hardened steel, it's difficult to cut without the proper tool. Regular wire cutters can easily be ruined. I found this cutter at Home Depot and it works great! For my current project I'm using .047 music wire and this tool cut it with ease.

For those who have a Dremel ( I don't), you're able to cut it. I paid $9.00 for them...well worth it!

I wonder if this would work for the K&S rod I use to make new wire axles for older kits. I have a Dremel with a cutoff and use that now, but it's always a bit of a PITA to dig all that out for one simple stupid cut.

I just take a pair of pliers with the cutters on the back and squeeze them hard enough to score heavy piano wire. Then, I bend the wire at the scored area until it snaps off and use a sharpening steel to smooth down the break. Works for me.
