what   color  would the  frame be   for  a   International Transtar  4300   Eagle  be

Whatever you want it to be. Black would be the “standard” color I suppose, but I’m sure you could spec whatever color you wanted.

Most were black. But if special ordered the frame could be the same color as the truck or a contrasting color. (IE white truck),blue,red,green ect frame. Multi color truck could have one the color's used in the paint work.
