anyone put water slide decals over chrome paint  would it mess up the surface since most chrome paint is so sensitive

Should not dull the chrome paint (you use water, and decal has water-soluble adhesive), but any clear film outside the image will be noticeable. But if you also use decal setting solutions, those might affect the chrome paint's surface.
