It's probably mold release agent. I would start with soap and water first. Some folks have had success soaking resin in Bleach White white wall tire cleaner. Its unclear whether you've got hard resin or rubber resin from your post.

Sorry I should have been more clear. It looks to be rubber resin since these are softer than hard resin.

I tried Dawn spray to clean them. After I washed off the soap and dried tham they were still tacky.

My wife suggested baking soda (powder?) since it is an abrassive. I put some on a wet paper towel and scrub for a short time. Washed off and dried. Still tacky.

I never got around to casting tires with flexible resin, but my guess is that the resin is breaking down and releasing the sticky substance.  Resin may not have been mixed properly, or maybe it was and it just hasn't got a long term life as manufactured.

I agree with Mark. Maybe it wasn't cured completely. I had some tires from MCW in an old build I had in a box. They were fine when I put them on, they have sat for about 15 years and I found them to be sticky when I opened the box recently.
