This is jack crusher’s kitbashed phaser from Star Trek picard season 3 
Jack built this phaser from parts from 2 different 23rd century starfleet phasers 
Also jack crusher is the son of Beverly crusher and Jean luc picard who only found out about his son in 2402 when his son was now in his 30’s when picard and riker went to find and rescue beverly crusher jack crusher also had a criminal record from different crimes on several worlds and multiple aliases he would use
