This odd looking car is a Bombardier Venus. In the early 1980 the president of L’Auto-Neige Bombardier Limitée  visit Paris and was fascinated by cars that could be driven by 14 year old child's and those didn't require a licence. Due to the Canadian Motor Vehicle Safety Standards such micro cars are illegal in Canada. In 1984 Bombardier found Daihatsu as a manufacturing partner for the Project Venus (Vehicle, Economical, New, Utilitarian, Safe).  Bombardier wants to build most of the car while Daihatsu provides engine and transmission. It never went in to production.
