I believe they have been "bead blasted" It leaves the metal with a matte finish, and a slight texture. Very fine glass beads are shot through a spray gun inside an enclosure. A lot of times it is done to remove old paint,and rust, to prepare metal for painting, but i bet in this application it is done for looks. It makes for a very attractive finish.

Jim is correct, I glass bead them to give a different look to the wheel.
