what entales a "HOT" topic

So sometimes I see posts marked with "Hot" topic, sometimes the post has a few replys and some veiws or alot of veiws and a few replys so what makes a topic "Hot"? sometimes i see the red hot tabs/ flags and other times i don't ??

Subject matter. Sometimes the same topics that have been done a hundred times still takes off if brought up again..
