To get the wheels pushed out toward the fenders I ended up removing the raised center section of the inner rim. I cut a chunk of plastic tube that was large enough to slide over the end of the axle housing and attached that to the inner rim. Once that was set I trimmed it until the wheel fit inside of the fender where I wanted it. The only other thing to mention is that I attached the new mount off center on the inner rim so I could drop the rear of the car.
