I've never heard of one but isn't that what the blue body in these pics is??  

Anyone know what exactly I'm looking at and who makes it? 

I've searched google and came up with nothing on 1/24 Jag 420.

I know Airfix did one in 1/32 but this looks much bigger. Almost as large as the 1/25 and 1/24 bodys around it.

I don't know but I do think it is smaller than 1:24, a 420 Jag should surely be bigger than a BMW M1. But if it is the Airfix one or something else, I don't know.

The thing about the Airfix kit is it has open hood. This one looks like it has an open trunk instead. Very odd.

I'm not 100% certain, but I believe there was a plastic friction toy made in the Sixties.  I have a plastic friction Rolls Royce with similar characteristics: molded in color (also blue), opening trunk but no opening hood, slightly smaller than 1/25 scale.

I think I found it. 

Looks like it was made by a company called Teslalada. Not great detail and slightly underscale like you said but would make a cool custom like the Hotwheels "Fish'n chipper".
