It has a Volvo emblem attached to the grille, but I haven't been able to find any images of a Volvo that looks like this. JIM

There was a custom one of these at sema a few years ago. I think most of the ones in the usa may be imported from canada as I've seen a few ex military versions for sale up in the cold north which makes sense due to the similar weather patterns

I saw one at a military vehicle show in Rhode Island over 15 years ago.  It has the look of mounting a sedan body on a 4x4 truck chassis.
