Serious problem. I just got a vintage Budweiser Trailer it has to be over 50 years old. My problem is I tried to apply the decals and the started breaking up when I submerged them in water and tried to peel them off. I stopped before they got to ruined. I was wondering if it would be wise to leave them on the paper and maybe "glue" them on the trailer? Maybe use rubber cement?

Liquid decal film or coating with clear paint.  You will need to trim them close to the design.

Micro Superfilm is what you're looking for. It's excellent stuff!
