If you have a printer, there are a ton of free figures on cults3d.com that you can download and scale to size.

Lots of auto diorama figures too. Photographers, mechanics, dudes standing around, girls sitting on hoods, kids being kids, etc.

I highly recommend the figures from Master Box. Quite a few very well done figures in 1/24 scale.

I second this.

Many of the Masterbox figures are completely Modern, but they have some nice 1940's Pin Up Girls too.
