I tried sending PMs to each through the forum, the first to Dave which didn't work (at least as sen on my end) at all, and the second to Gregg which transmitted, but threw a message saying the recipient couldn't receive any more PMs. I tried sending an email to each, which I think went through, but can't tell.

Are those utilities operating properly, or is it a "user issue"?

Your PM inbox has a 50 message limit. If a person's inbox is full they can't receive any more messages until they delete some old ones and make room for new ones.

My pm box is full, but as admin, it is supposed to be able to receive PMs still

Works great on this end.

But there are some icons I see missing.
