I know enamel never dries on vinyl tires. I've used acrylic and that works. Does anyone know if a flat white lacquer would work, like for instance Plasticoat white primer?

White shoe polish works very well. I brushed it on the tires for a Big Duece and they looked really good. Took about three coats but it was easy enough.

Sometimes I use whitewall stickers from Joe Wheat.

These are die cut from 3M labels. Thing is, I'm not sure if Joe still offers these. If you had a cutting mat, and a circle cutter, you could make your own.

Joe also has narrow whitewalls in two sizes (IIRC) and redwalls as well.
