Yea it is weird.It doesn’t float,but it rolls.Maybe I can make a Scarface diorama somehow.??

It's likely top heavy.  Probably sits in the water way higher than its waterline. You would need to add some ballast on the bottom until its waterline is even with the surface of the water..
