Some paints have a "window" for recoating. You must spray in a certain amount of time or wait quite a bit of time to shoot a second coat. Just an example,,Recoat within 3 hours or after 72 hours. I have no idea if this applies to Testors enamel, just tossing an idea out there.

I have to agree with Bill 1,000% here. Comet/Ajax is also great to "scuff" textured parts during paint prep. It will give you some tooth for the primer to stick without losing any detail.

Try using a little less glue. Sounds as if you may be using too much? This will cause the plastic to become too soft.

Even if you provide the artwork they may need to be redrawn and, resized. I do not do decals myself but, share shop space with someone who does. The reason most decal makers will not do one off decals is simple. Most people are not willing to pay in the area of $100.00 for one set of decals.

I dig them. I do think if the colors where a little more subtle they would be easier on the eyes.
