In a perfect world, I' have a 3D printer with the capability of printing whatever kit I wanted. 

Lucky you!  You're not far from living in that world.  In fact, if you have the $$$$ you're almost there already. :D  The technology already exists.  Give people a few more decades and the software to print out whatever kit you want will most likely exist as well.  They already have the ability to 3D scan existing parts and print them out in whatever scale you like.

Photoreactive paint that dries instantly with UV light like Bondic (and comes off with Super Clean in five minutes).

Vinyl tires that never melt styrene. Oh, wait - Monogram came up with that formula about 60 years ago; maybe others could take heed?

I hope that works out for you.

I had one once who had at least 10 different personalities living in her head, and 9 of them were demons.   :)

Round2 would reissue each and every promo tool they still have.

We're talking PERFECT world here. They'd reissue every promo tool they EVER had. B)
