I'm not aware off any specific name for them.

They were done to stiffen the floor boards. Like any large flat metal surface without the ribs the metal will flex and even make a booming sound under certain conditions. The ribs actually add strength to the floor boards.

Stifling or stiffening or reinforcement ribs.

I was probably trying to remember "stiffening ribs".
