Check out armor modeling forums and YouTube for painting tires, those guys have it down. Basically, tires aren't really black. You'll need a dark gray and give it a lighter gray dry brushing and possibly some dirt effect around the treads.

Well unless you are modeling a car with the tires just sprayed with a tire protectant spray (like Armor-All, or some other tire spray). Then they are glossy.  :D Many owners do this to their car's tires before they enter a car show.  Byt yes, in most cases tires will not be glossy.
